Dr. Benjamin Stone, presenting
Day one begins with Dr. Benjamin Stone, founder of Sigma Tactical Wellness.
Heart disease is the Number One Killer of active and retired cops.
Upon graduation from the University of Arkansas, Dr. Benjamin Stone attended Exeter College of Oxford University (UK) through the United States Air Force Institute of Technology. At Oxford, Dr. Stone developed a keen interest in cardiovascular physiology. He completed his PhD and related coursework for his medical doctorate and also coordinated research at the British Olympic Medical Institute, Oxford Nutraceuticals Group, and Cambridge University. Dr. Stone served as Assistant Professor of Exercise Physiology at the University of Central Arkansas, Senior Tutor at Oxford University, and designed curricula for the University of Arkansas for Medical Services.
In 2017, Dr. Stone developed Sigma Tactical Wellness, an organization intent on determining the causes of--and reducing the prevalence of--coronary disease in law enforcement officers throughout the United States. To date, his program has screened more than 7000 police officers and the derived data and methods are being used across the nation to save countless lives.

Dr. Smith
Dr. Shaina Smith follows Dr. Stone and shares her message about psychological welnness. She is a licensed clinical psychologist with a PhD in clinical psychology from Fuller Graduate School of Psychology and a Masters of Christian Leadership from Fuller Theological Seminary. She has worked in numerous settings, including an outpatient PTSD clinic at the VA, university counseling centers, community medical health, and private practice. She currently owns an operates Smith psychological services, LLC., in Cheyenne, Wyoming where she and her colleagues complete many types of psychological assessment, therapy, training, and consulting services.
Dr. Smith specializes in police and public safety psychology, having worked closely with patrol, detentions, corrections, and dispatch agencies, as well as EMS and the fire service, completing preemployment evaluation, fitness evaluation, crisis management, consultation, therapy, and training. She is a member of the International Association of Chiefs of Police Psychological Services Section.

Taylor
Paul Taylor is an assistant professor in the School of Public Affairs at the University of Colorado Denver, where he studies decision-making human factors and system safety in the context of police interactions with the public. He has over 10 years of practical law-enforcement experience, including time as a department training manager, patrol, sergeant, and use of force instructor. Paul is the founder of the Association of Force Investigators and has delivered law-enforcement-related instruction for academy, field training, and advanced in-service audiences, as well as graduate and undergraduate level courses. Paul is actively engaged in law enforcement research, training, and consulting across the United States and internationally.

For the past 30 years, Chad Leigh has pursued financial planning as a service to others.
Being heavily involved in the community as a baseball coach, volunteer, and fundraiser for several foundations, Chad naturally gravitated towards working with people who were serving the community. A graduate from the University of North Dakota, his value of continuous improvement led a path to achieving various designations as a licensed fiduciary(Chartered Life Underwriter – CLU, Accredited Investment Fiduciary – AIF trademark series: 6, 7, 26, 63, & 65). These have empowered him to be a true advocate for clients and their best interests. Chad ‘s financial practice focus is not only on personal financial plan but also the psychology of money.

Ed O'Carroll
Forensic Investigative Genetic Genealogy (FIGG) emerged several years ago on the world stage as a groundbreaking method for solving violent crimes and identifying human remains that would otherwise remain unidentified. Since the 2018 arrest of Joseph DeAngelo, known worldwide as the Golden State Killer, over a thousand criminal cases have been solved using FIGG. While the use of DNA to solve cases is not new, advances in DNA technology and access to publicly accessible genealogical databases like GEDmatch have enabled the resolution of cases previously deemed unsolvable. However, our work is far from over!
Ed O'Carroll, a proud graduate of the FBI National Academy Session 269 began his public service career as an emergency medical technician and assistant chief of an ambulance squad in the Hauppauge, New York. As a young adult, Ed relocated to Virginia and started his tenure with the Fairfax County Police Department on September 11, 1989. Over a distinguished 33-year career, Ed rose through the ranks from cadet to major ultimately retiring as a major and bureau chief in 2023. His last assignment was as the bureau chief of Major Crimes, Cyber, and Forensics, where he oversaw all criminal and violent crime, investigations, victim, services, search and rescue operations, a large bureau-wide crime analyst cadre, human trafficking, missing persons, and the Language Services Support Unit.
Ed has conducted numerous training sessions at various conferences and organizations sharing his extensive knowledge and experience in public safety and criminal investigations. He emphasizes leveraging the latest technologies, including forensic investigative genetic genealogy to support the crucial fight against crime.

Vinnie's unique blend of humor and law-enforcement experience (Boulder County Sheriff’s Office) promises to provide an entertaining and memorable experience for all conference attendees. We are excited to have him share his wit and insights as we wrap up our gathering. Don’t miss the special opportunity to enjoy an evening of laughter and camaraderie.

Active member registration is for active, dues-paying chapter members in good standing with the Rocky Mountain Chapter. An employee of a Wyoming or Colorado law enforcement agency may register as an active member and enjoy the same access as an active member. This class of registration includes access to all training, meals (breakfasts, lunch on Wednesday, Thursday and Friday, dinner banquet on Thursday), Friday business meeting (voting members only), and hospitality room on Wednesday and Thursday evenings. Members in good standing with other FBINAA chapters are welcome to register as active members.
Retired member registration is for retired, dues-paying members of the Rocky Mountain Chapter. This class of registration includes the same access and benefits as an active member registration at a reduced tuition to encourage our retired brothers and sisters to stay active in their association.
One-day training and lunch registration is designed for active members as well as non-member law enforcement employees who would benefit from a specific day of training. This class of registration includes access to one day of the training with breakfast and lunch.
Spouse registration accompanies a retired or active member registration. This class of registration includes access to spouse activities and the same meals as are provided to the member. Spouses are welcome to attend the training classes as well.
Vendor registration is for vendor representatives. This class of registration includes access to all members to maximize contact with conference delegates. Vendors are invited to all meals, are welcome at other events and are encouraged to mix and mingle to their hearts' content. All representatives are asked to register to cover the chapter's expenses. (Note: this is a badge fee only. Vendor exhibit space is a separate charge.)

Spouse Activities
Conference cost includes two breakfasts, two lunches, dinner banquet and conference gift along with a spouse activity. Spouses are welcome at any of the training sessions. A special activity just for spouses is being planned. Details are forthcoming.
This is still one of the few conferences that encourages spouse attendance.
Dress Code for the Conference
Dress for the training and meetings is business casual. Dress for spouse activities is casual. Dress for any other times is casual!
